The National Council of Teachers of Mathematics (NCTM) process and content
standards are the product of collaborative effort by
experienced mathematics educators at every level of K-12. The general
thrust of these standards is to emphasize students' participation in the
learning process and to foster students' understanding of mathematics as
coherent, reasoned, sensible, and useful.

The California Board of Education standards, with the exception of a few
perfunctory nods to reasoning and proof, list the mechanical operations students
are expected to perform in order to be considered proficient in mathematics.

In addition to being fundamental to the way contemporary human beings think about
and understand ourselves and our surroundings, mathematics provides a context
within which one can cultivate the ability to think systematically. This is an
important life skill in a technically complex, socially and environmentally
